The Multi-Use-Path Planning Board (MUPP)'s mission is to support the City Administration and staff in planning and integrating a path/trails system within Emporia to provide citizens of all ages safe routes to schools, work, shopping, and recreation, while promoting physical activity and preservation of the environment.

The board is comprised of eight to twelve members of the Emporia community over the age of 16. Members serve three years from the time of appointment and may serve no more than two consecutive terms.
